"The Governor" was the first governor of the Gaian Empire, from its inception until sometime after 3262.
Biography
Attempting to gain Time Travel
The Governor learned from Amid that Hogan Cox, a known activist had been found with two women named Erin and the Doctor and soon learned that a 1950's metropolitan Police box had been found on board the Forge which he believed was a TARDIS.
The Governor went to confront the Doctor and Hogan in their cell but learned from the Doctor that she wasn’t interested in anything he had to say. He then told the Doctor that he knew what the blue box was. He later gave a speech informing the people that the Gaian Empire was working on a way to develop time travel. Later the Governor went to the lab to see how the experiment on the TARDIS was going, but was shocked to see the TARDIS dematerialising.
He later attempted to stop the Doctor, Erin and Hogan escaping in the TARDIS again but this failed. The Governor then confronted the Doctor over the scanner, learning that the Gaians would fall in thirty years time.
Later the Governor was approached by the Master and asked if he knew anything about the TARDIS. The Master then allowed the Governor into his TARDIS (DW: Those Who Lead)
Taking back Power
The Governor was taken to the year 3298 where he soon reformed the Gaian empire and took back control of the planet. (DW: Destiny of the Gaians)
Death
In 3302 The Governor was shocked when Hogan and Amanda broke into his office, after ordering his guards into the office he attempted to shoot Hogan but this failed when members of the militant group The Keepers of Time broke into the office and rescued Erin and Hogan.
Later on the Governor in an attempt to stop a potential assassination attempt planted a bomb on one of the floors leading to his office. When the bomb went off he went down and confronted Hogan and Amanda, he and Hogan then engaged in a fistfight which ended when Hogan dragged the Governor through to his office and pushed him out the window.
