Doctor Edwin Ball was a high ranking member of the United Kingdom's arm of UNIT, and the Tomahawk Team, and the head of the Bomb Department.
Biography
Dr Ball was working at UNIT HQ, by the time of 2013, as the Director General, Caitrin Ryan's, right hand man.
He received word that the Fourteenth Doctor was in a nearby hospital and altered Ryan to the fact.
Later on, over the comms system, he instructed the Doctor on how to diffuse a bomb, owing to his role as head of UNIT's Bomb Department. (MOV: Doctor Who: Genesis)
Ball was found dead at UNIT HQ, after being murdered by Arunzell. (DW: Tomahawk)

Behind the Scenes
In Doctor Who: Genesis, former Doctor actor, Colin Baker, portrayed Ball, as a physic projection by the Matrix. When Dr. Ball returned in Tomahawk, an uncredited extra portrayed him, when his dead body is found.
