Lieutenant Fassile was a Bellonsion military officer, who travelled back in time trying to prevent destruction of his home planet, he later became the Vice President of Gallifrey before his execution in 3453.

Personality
He was kind and gentle, thanks to which the people who didn't know him better were absolutely charmed by him. He didn't want to kill if it wasn't necessary and was completely against involving civilians into war. Unable to mask his strong empathy.
Die-hard patriot, liked to listen Bellonsion national anthem. During the war he developed hatred against the Time Lords, especially the Doctor, as he considered him responsible for Bellons's doom. He acted agressively and provocatively against the Doctor (and vice versa), trying to hide that his sense of humour was moving him. He didn't care at all about Gallifreyan laws or stability of the web of time, prioritizing his own goals and the means of Bellonsion society.
