The following article is written from an Out of Universe perspective.

Masters of All was the first episode of Season 47 of Doctor Who. It was written by Robert Shearman, directed by Euros Lyn and featured David Suchet as the Thirteenth Doctor, Juliet Landau as Zenla and Dougray Scott as Chris Parsons.

     Synopsis

Nixyce VII is the last colony planet of the ancient Thal race and it has quickly become a refuge for races in a similar position becoming a hub of trade and commerce over time. However, disaster struck when the Daleks discovered it and quickly invaded. For many, their only hope of survival is decent medical care, as slave working conditions under the Dalek regime are appalling. But when you help people to survive under the rule of the Daleks, are you actually helping the Daleks? When the Doctor, Zenla and Chris arrive, that is the question that resonates as they try and keep people alive.
