The "Old Codger" was a man who lived in Shoreditch in 1963.
On 21st November 1963, the old Codger was reading a newspaper when it was snatched out of his hand by the Fourteenth Doctor. He snatched it back off her and accused her of being a thief. (MOV: Doctor Who: Genesis)
