The Order of Rassilon was the name of an officially-nonexistent and autonomous clandestine organisation which claimed to protect the security interests of Gallifrey and later the Gallifreyan Union and the Alliance of Planets.
The former director of the Order, the Founder, described his goal as galactic peace, all the while complaining that most people lived in denial of how dangerous the universe was. He believed that peace required vigilance and a moral cost.
