Synopsis
It has been 13 months (relative) since Gallifreyan Union was formed and a Bellonsion freighter explodes just outside the Citadel. The Bellonsions blame their former enemy turned ally, the Poplne. However, the Lord President of Gallifrey, the Doctor, suspects otherwise.

- The opening scenes of this episode began with a terror attack that was based on the events of 9/11. As the episode was due to go out on the eve of the fourth anniversary of the events, the BBC were concerned about broadcasting them. Furthermore, the recent events of 7/7 in London was another issue that was brought up that may be seen as distasteful to fans; especially for a show like Doctor Who. After initial thoughts and due to the large costs of the scenes, it was kept in.
