The Chief of Staff to the Lord President is traditionally been the highest-ranking non-elected employee of the Panopticon and they serve at the pleasure of the Lord President. The Vice President also has a Chief of Staff who traditionally becomes the Lord President's Chief of Staff if that Vice President becomes Lord President.
Roles of the Chief of Staff
The responsibilities of the chief of staff are both managerial and advisory and can include the following:
- Select key Panopticon staff and supervise them;
- Structure the Panopticon staff system;
- Control the flow of people into the Lord President's office;
- Manage the flow of information;
- Protect the interests of the Lord President;
- Negotiate with the Panopticon, other members of the executive branch, and extra-governmental political groups to implement the Lord President's agenda; and
- Advise the Lord President on various issues, including telling the Lord President what they do not want to hear.
