Development
In the late 2011, Tom MacRae, the writer of "The Reasons and the Rhymes", was interested in writing another episode that would extend the lore of Panopticon and be able to work as a standalone. He made a pitch titled 'Rebel Vex' and sent it to script editor Jane Espenson. The story would have focused on Lieutenant Fassile and a new character: a titular Vex dissident that befriends Fassile, where he finally uncovers the secrets of her race, including their origin, social structure, feats and weaknesses. However, this storyline was discarded in favour of "Resurrected".
During development of Series 6, the 'Rebel Vex' concept was thrown around once more, which eventually developed into Ostmuz's coup against the Hal. However, John Dorney's, "The Heaven of Invention", also took inspiration from this story point. The final character of the Seal member, Irene, who longed to become a Vex, ended up sharing many characteristics with the original 'Rebel Vex' character.
Casting
In early 2012, Andy Pryor began casting for Series 6 of Panopticon. Ira Steven Behr and Ronald D. Moore contacted other BBC and CBS producers to get recommendations for the most important roles, including Irene. Gil Grant, the consulting producer of NCIS: Los Angeles, suggested Lindy Booth, the actress he worked with on Relic Hunter a decade earlier. Behr was reluctant, but Moore expressed interest in such casting and brought the recommendation to Pryor, who decided to give it a try. In April 2012, after a few successful auditions, Booth was officially cast.
