The Outsiders were Gallifreyans who lived in the Drylands outside the Capitol. For the years them and other Gallifreyans were treated as a lower-class citizens by Time Lords, but eventually they were granted a representative in Gallifreyan Senate ( DW: Lord President of Gallifrey). In 3449, in his final act as Lord President, Twelfth Doctor officially gave them equal rights to Time Lords, including the right to vote in Gallifrey presidential election and to attend Time Lord Academy. In 3460, after the atmosphere of the planet had been irreversably modified by Ascension Bomb (PAN: Survivors), the remaining Outsiders were forced to abandon Gallifrey and look for a new home. By the time of 4432, they are still in search. (PAN: Doctor)
