    The Rogue agrees to escort a Poplne delegate to the Capital for a conference with the Bellonsions. However, during the journey, they rescue several Bellonsions who abandoned their ship, who insist that the Poplne attacked them. It's not long, however, that they are attacked by that same ship. Meanwhile at the conference, the Doctor must convince all the other delegates to unite find out who attacked the Bellonsions.
