A Vicar held the service for Reg Stevenson's funeral in 1978. At some point before, his body was hijacked by a Dalek mutant. During the initial service, the Vicar aroused the suspicions of the Fourteenth Doctor after she noticed that he seemed weary and unfocused.
During the wake, the Doctor, Erin Stevenson and Kyle Harrison learned about the mutant after the Vicar took the Doctor aside after spotting her snooping around. Soon after, it freed the Vicar, and hijacked the TARDIS. (DW: Queen of the Daleks)
Far later in his life, during his retirement, he was visited by the Fifteenth Doctor, Sally, Pete and Oliver Griffiths, as he had been the one, 25 years earlier, who conducted Griffiths' mother's funeral. He admitted that it was a fake funeral, and he'd received instructions, blackmailing him into doing the service. (DW: The Sinister Minister)
