Overview
Fallout from the Julie Gardner Controversy
After the controversy during series 2, the production staff was effected by it profoundly. Marc Platt by the time of series 3 beginning pre-production had one foot out the door when it came to Panopticon.
To keep the show afloat, Ira Steven Behr stepped up to fix the production staff problems, Behr had asked Ronald D. Moore, who was a long time collaborator of his and a co-executive producer of Doctor Who since season 41 to come on as the showrunner of Panopticon. However, Moore was busy finishing up his critically acclaimed series Battlestar Galactica and starting up the spin off series of Galactica, Caprica. Moore did however agree to come on as showrunner for series 4 of Panopticon, when Battlestar Galactica was done and Caprica was under new leadership with Moore's supervision. Because of Moore's involvement in the series setting up his version of the show he was credited as a consulting producer.
Creative Changes
Due to Moore unable to be series 3's Showrunner, Ira Steven Behr stepped up to be the series' showrunner and set up Moore's era of Panopticon. Behr also would be an executive producer with Gary Russell, Robert Shearman and Faith Penhale being the other executive producers. Due to the chaotic nature of the pre-production stage. Behr made no changes to the co-executive producers, with Jane Espenson, Nicholas Briggs, David Weddle, Bradley Thompson, Cavan Scott and Mark Wright all remaining.
Cast Changes
With Behr working with Moore to set up his era. This was shown in the cast and characters in series 3, With the lead characters returning are The Rogue (played by Timothy Dalton), The Rani (played by Siobhan Redmond), Will Adams (played by David Tennant), Leela (played by Louise Jameson), Francis (played by Christopher Biggins), Ohila (played by Clare Higgins), and Kendara (played by Karen Gillan).
With Moore planning out his era and with Behr's assistance, two new main characters were introduced in this series. Those characters being Gregori (played by Peter Capaldi) and Cordale (played by Emma Caulfield). Both would have been aimed to be the new villains of the series alongside the new enemy race of the Vex.
