Synopsis
The Bannermen go to Gallifrey for peace talks with the Chimerons, mediated by the Time Lords, but the Bannermen accuse the Time Lords of bias as the President is looking over Will, a Chimeron. Can peace endure as the Bannermen threaten to wipe out the Chimerons and the Time Lords?
